New York Elder Law Attorney

Stephen J. Silverberg has been recognized for the nineteenth year in a row on the New York Metro Super Lawyers list as one of the top lawyers in the New York metro area for 2026. He has been featured on this distinguished list annually since 2007.

Scott B. Silverberg has been included in the 2026 New York Metro Rising Stars list for the seventh year in a row.

Super Lawyers acknowledges exceptional attorneys in over 70 practice areas who have earned significant peer recognition and professional success. The selection process involves a proprietary, multi-step method that incorporates independent research, peer nominations, and peer reviews.

Super Lawyers includes only the top 5% of attorneys in New York, while the Rising Stars list features no more than 2.5% of lawyers per state. To find out more about this honor, visit SuperLawyers.com.

Stephen J. Silverberg is nationally recognized as a leader in estate planning, estate administration, asset preservation planning, and Elder Law. He served as president of the National Academy of Elder Law Attorneys (NAELA), an organization of nearly 5,000 Elder Law attorneys nationwide. He was named a NAELA Fellow, NAELA’s highest honor, awarded to “attorneys… whose careers concentrate on Elder Law, and who have distinguished themselves both by making exceptional contributions to meeting the needs of older Americans and by demonstrating a commitment to the Academy.” Mr. Silverberg was a founding member of NAELA’s New York State chapter and served as its president.

He is a Certified Elder Law Attorney (CELA), certified by the National Elder Law Foundation through the American Bar Association. To obtain this credential, candidates must pass a detailed full-day written exam and a rigorous, anonymous peer review process. Since 1993, fewer than 525 Elder Law attorneys in the U.S. have earned this honor. Martindale-Hubbell has awarded Mr. Silverberg an AV Preeminent rating of 5.0 out of 5.0, their highest designation.

Scott B. Silverberg has been a member of the National Board of Directors for the National Academy of Elder Law Attorneys (NAELA). He currently serves as Treasurer and on the board of the New York State Chapter of NAELA, having previously served as its President. He also serves as Vice-Chair of the Practice Management Committee within the Elder Law and Special Needs Section of the New York State Bar Association. In 2022, Scott became a member of the Estate Planning Council of Nassau County, which is affiliated with the National Association of Estate Planners and Councils (NAEPC), and is also a member of the Nassau County Bar Association. Moreover, he is among the few attorneys in New York with an LL.M. in Elder Law from Stetson University School of Law, a program designed for Elder Law experts involved in complex legal issues.
